A. Cargo Assessments

Effective April 1, 2019

Cargo Assessments are payable to the BCMEA by vessel owners or carriers, including the agent, charterer by demise, master or person in control of the vessel, in connection with cargo that is unloaded or loaded in accordance with the Collective Agreements between BCMEA and the International Longshore and Warehouse Union other than cargo handled by the following entities: Kinder Morgan Canada Terminals Canada ULC, Neptune Bulk Terminals (Canada) Ltd., Pacific Coast Terminals Co. Ltd. or Univar Canada Ltd.

Cargo Assessments are intended to help recover investments and costs associated with operating BCMEA including Longshore Retiring Allowance, Despatch, Training and selected other Collective Agreement Expenses.

B. Hourly and Payroll Assessments

Effective April 1, 2019

Hourly and Payroll Assessments are collected by BCMEA on behalf of Employers as defined in the respective Collective Agreements.

Assessment for Longshore Health and Welfare and Hourly Pension Costs

– per longshore Collective Agreement Hour $5.45

Assessments for Longshore Pensions (as a % of Payroll), Vacation Pay, Canada Pension Plan, General Holiday Pay, Central Records and Selected WorksafeBC Premiums, Employer Health Tax

– percentage of Longshore Collective Agreement Payroll 27.59%
– percentage of foremen Collective Agreement Payroll 3.29%

Container Gainshare Assessment

Longshore & Foremen

Weiler Formula and Foremen’s Container Gainsharing Agreement applicable for all T.E.U.’s, full or empty handled by longshoremen and supervised by foremen, which are loaded to or discharged from any vessel (including barges), train or truck whose origin is from or destination is to any point outside of British Columbia.

D. Vancouver Island Gang Interchange Assessments

Vancouver Island Gang Interchange Assessments are payable to the BCMEA by vessel owners or carriers, including the agent, charterer by demise, master or person in control of the vessel, in connection with cargo that is unloaded or loaded within the Vancouver Island port areas as detailed in Article 22.2(b) of the Collective Agreement between BCMEA and the International Longshore and Warehouse Union-Canada.

Charged on all cargo handled within the Vancouver Island port areas detailed in Article 22.2(b)

Lower Mainland Interchange Assessments are payable to the BCMEA by vessel owners or carriers, including the agent, charterer by demise, master or person in control of the vessel, in connection with cargo handled in the Vancouver and New Westminster port areas, other than grain or cargo that is handled by the following entities: Kinder Morgan Canada Terminals Canada ULC, Neptune Bulk Terminals (Canada) Ltd., Pacific Coast Terminals Co. Ltd. or Univar Canada Ltd.

Charged on all cargo except grain handled in the Vancouver and New Westminster port areas.

The cost of travel time and any allowance chargeable to the Lower Mainland Interchange Pool is to be billed as follows:

Employers paying travel time for longshore employees to travel from Vancouver to Squamish Terminals and return should bill the Lower Mainland Interchange Pool, at rates set by the BCMEA from time to time, for 1½ hours travel time for each employee required to travel.

The BCMEA Vancouver Despatch office will continue to prepare time sheets for all other reimbursable travel within the Lower Mainland area. The BCMEA will pay the employees directly from the Lower Mainland Interchange Pool.
